Recent statistics indicate that 43% of all Hispanics in the United States arrived during the 1990’s. Some of these recent immigrants are barely literate in their native language and have little or no English proficiency. Others may have competent conversational skills in both languages but a higher degree of literacy in Spanish. Meanwhile, more and more federal agencies and regulations are encouraging (or even requiring) employers to provide versions of company materials in foreign languages for their employees who are not literate in English.

What’s more, in recent years union membership campaigns have stepped up their recruiting efforts among the Hispanic population.
